They can't even find a picture book. So are we going to tell them it's off budget, that we're not able to fund it, that it's deficit spending? I think not. I thank you for reminding the American people that Texas is facing its own mount of decline, and those fires, by the way, have not yet been extinguished. They are visible to all of us.”
