My good friend from North Carolina, there will be over a million people that will lose benefits under this plan and the tax plan that they are planning. They will pay higher taxes. This is a bad bill. Vote it down. Mr. Speaker, as a member of the Budget Committee, I rise in strong and unyielding opposition to the Senate Amendment to H. Con. Res. 71, the Congressional Budget Resolution for Fiscal Year 2018. As senior member of the Homeland Security Committee, the Ranking Member of the Judiciary Subcommittee on Crime, Terrorism, Homeland Security, and Investigations, I oppose this phony budget resolution, which is in reality nothing more than a smoke screen designed to pave the way for massive tax cuts for the top 1 percent, while exploding the debt and deficit by $1.5 trillion over ten years.
