I thank the gentleman very much for yielding. I am just overwhelmed with the words ``breathtakingly arrogant policies.'' I am literally shocked, and let me tell you why. When you want to understand, my Republican friends, why we're in the position we're in, what about the 37.5 percent of the debt being the Bush-era tax cuts of which this bill and any of your negotiations don't in any way suggest revenue?--which the American people understand. Arrogant policies by the President? The Recovery and Reinvestment was only 5.2 percent, creating 3 million jobs. Let me say that again: 3 million jobs. The economic downturn came about with the Iraq war and others. So, today, my friends come on the floor of the House with the Cut, Cap, and Balance. As a member of the Judiciary Committee, let me suggest to you that the amendments that were put in the bill have destroyed any sense of balance to the balanced budget amendment. The SPEAKER pro tempore. The time of the gentlewoman has expired. Mr. McGOVERN. I yield the gentlewoman an additional 1 minute.
