“I rise to support the Second Chance amendment of the gentleman from Illinois and thank him for his long work and the work that he has done with many of us in this Congress on this issue. When I see those individuals who have had an experience in the criminal justice system, one of the things they ask about is, Can we go to work? Second Chance prepares these individuals for work.
