Page 2, line 13, strike ``date of enactment of this subsection'' and insert ``date this paragraph takes effect described in paragraph (4)''. Page 3, line 9, strike the closing quotation mark and the final period. Page 3, after line 9, insert the following: ``(4) Effective date.--Paragraph (1) shall not take effect until the Secretary submits to Congress a report on the necessity of acting under the authority of this section to refill the Reserve.''.
