“I would like to make note that I came from local government, so I have a letter signed by representatives of the National Association of Counties, National League of Cities, U.S. Conference of Mayors, International City/County Management Association, Government Finance Officers Association, and the National Association of Telecommunications Officers and Advisors. In part, they simply say that they are writing on behalf of local governments: ``We urge you to oppose the legislation. . . . The most recent estimates provided by the Congressional Budget Office,'' they write, ``indicate that, if enacted, H.R. 3086 would cost State and local governments hundreds of millions of dollars in lost revenues.''
