The people of Iran do not want war. Madam Chair, I thank the gentleman from California for allowing us, no matter what time of night it is, to stand on the floor and declare that the people of Iran do not want war. The people of the United States know that the Constitution says that Congress has the right to declare war. Madam Chair, I support this amendment, because it speaks to the Constitution and our right to declare war and to stand against war and sending our young men and women without the authority of the United States Congress.
