Well, it hasn't been. It hadn't been based on science, and we have proven that many times.
Some of those concerns have been raised by the Attorney General of Texas. He has filed some 30 suits, I think, against this Administration, who seems like can't tell the truth, can't even call a terrorist a terrorist.
I think there is a huge distinction that should be made between a provider who is committing fraud, for example, billing for services that weren't rendered, and just plain making a mistake.
