this is not a difficult issue at all. It is rather simple actually. It just gets down to this, as to whether or not in order to raise people's taxes, we want a simple majority to do it, or do we want to make it a little bit tougher and require two-thirds? I think most Americans filing their tax returns today firmly believe that they are paying too much in taxes at all levels of government. These hard-working Americans are tired of a tax and spend Federal Government. They want some financial accountability. Let me issue a challenge to every Member of this body: When you go home, look into the face of the first 15 of your constituents you see, and ask them a simple question: Would you like me to make it a little tougher for those folks up there to raise your taxes or not. I challenge you to do that. I assure you that you will get 15 out of 15 that will tell you, Yes, I would. We are paying too much taxes. We want more return for your tax dollars. We don't want higher taxes.
