Mr. Chairman, of course I rise in support of this act. It authorizes an interagency research program that will have enormous consequences for the future of our Nation. It is bipartisan legislation introduced in the Committee on Science by the gentleman from New York (Chairman Boehlert) and the gentleman from California (Mr. Honda), who took the lead on it. It is cosponsored, of course, by Members from both sides of the aisle. This bill, which was ordered reported by a unanimous vote of the committee, will authorize the National Nanotechnology Initiative that is part of the President's budget request. I want to acknowledge the leadership of the gentleman from New York (Chairman Boehlert), and I thank him for his leadership, and the gentleman from California (Mr. Honda) in developing this legislation. I want to thank Chairman Boehlert for working very cooperatively with Democratic leaders and Members and moving the bill through the committee. I also want to thank the gentleman from California (Mr. Honda) for his hard work on the bill. His efforts have led to a strengthening of the outside advisory mechanism for the research program and to a process to help facilitate the transfer of research innovations to commercial applications.
