Mr. President, I appreciate the difficulties the majority leader has and would agree substantively that the PATRIOT Act does need to be passed. It doesn't need to have any gap in it. As a former Federal prosecutor for 15 years, I agree that the Paul amendment to make our terrorist investigators go further and have more difficulty in obtaining gun records than the Bureau of Alcohol, Tobacco, and Firearms investigators for far more minor crimes is a bad policy. I see where he is coming from, but I don't agree with that. I would say that Senator Paul is a courageous, strong, new Member of the Senate. He has some deep beliefs. He is entitled to advocate for those. I believe he has tried to do that in good faith. He thought he had an agreement to be able to offer his amendment, and the majority leader suggested he could offer amendments, but only the ones he approved, and he won't approve the one on guns. I think that is not healthy, in the defense of Senator Paul, that he would not have an opportunity to offer the amendment he wants to offer, not the one that is approved in advance by the majority leader. I think, to the extent that happens, it diminishes the great robust tradition of debate in the Senate. It is a difficult matter. I know people feel strongly about it.
