Mr. Speaker, House Resolution 151 provides for a modified open rule that allows any Member to offer an amendment to the underlying bill as long as it is preprinted in the Congressional Record and complies with House rules. This rule continues to build on the commitment of the Republican majority to consider legislation in a more open, honest, and thoughtful way. Mr. Speaker, I rise today in support of this rule and the underlying bill. This legislation was introduced by my dear friend, the gentleman, the chairman of the Republican Conference, Jeb Hensarling, on February 28, 2011, and marked up in the Financial Services Committee last week on March 3. This legislation went through regular order, which included committee hearings prior to a markup and making the text of the legislation publicly available for Members and the public to review prior to consideration in the committee and on the House floor. The chairman of the Rules Committee, the gentleman from California, David Dreier, has once again provided Members of this body a transparent and accountable structure under the rule we are debating and discussing today, allowing Members of both sides of this aisle and of this body to offer amendments and to join in the debate of the underlying legislation. H.R. 836 repeals the Emergency Mortgage Relief Program and rescinds and permanently cancels all unobligated funds.…
