“Reclaiming my time, and I would encourage the gentleman to still stand. We are now here at a point on the floor where we are, rightly or wrongly, attempting to be forthright and honest about what is in the bill and what our intents are. I would hope that the gentleman would recognize that what we have carefully done is excluded some extraneous pieces which might mean--excluded the things that would cause the bill to fail and would not allow us, because we come to no decision therein of the House, that we could not pass the final bill.
