In my view, once KGB, always KGB.

The United Nations has wholly failed. I mean, as a Federal prosecutor for many years, this is incompetence. It is inept. It is not working.

And that is why we need--sir, there is a tremendous need to establish the Special Court in order to prosecute these cases of the war crimes and crimes against humanity and the crimes of the sexual violence used as a tool of war in Kosovo.

Mr. McCaul. And thank you for starting the National Council for Survivors.

I find that completely unacceptable.

I continue to stand with the Venezuelan people and Interim President Juan Guaido, and urge Maduro to step down.

Anybody who commits horrendous crimes of war should be brought to justice.

I hope we figure this out. Try to put the politics out of this issue and work on a, for lack of a better term, a Marshall plan from Central America.

We are going to have to figure it out.

It is to our best interest to stabilize Central America.

Unless we create economic development in Central America, you are not going to stop this crisis.

We can talk about the refugee crisis. We can talk about records. But the fact of the matter is, we have had a refugee crisis from Central America in this country since the 1980's.

Those dollars over there are creating so much chaos, so much corruption that there isn't anybody there who can resist that.

Many parts of the world have seen exponential growth of predatory financing dressed up as development assistance.

Will you make it transparent?

This is going to be the next battleground, battle space.

I truly salute your interest on this because I think it is an area that we all need to be doing more.

No one has been a stronger proponent of border security than I have.

Nowhere is America's leadership in humanitarian assistance more important or more timely than our continued response to the manmade, regime-driven crisis in Venezuela.

We are offering economic development for the betterment of that country; whereas, China is offering them these loans for the betterment of China.

In the business community they refer to Chinese finance as 'loan to own' because the terms are set up basically never to be repaid.

We never pulled out of the Paris Agreement. We are still under the Paris Agreement.

I oppose H.R. 9 because, among other problems, it attempts to codify President Obama's greenhouse gas reduction pledge under the Paris Agreement.

In short, my amendment calls for a bipartisan approach to addressing climate change.

The president alone should not have that power to unilaterally reduce our emissions by 2025.
