Our partners in the region need our help, and our allies are questioning if the U.S. will be there to help.
So if we sit back as the No. 1 force, military force, in the world, we will watch in the next decade that Mandarin will replace English as the second language in Latin America.
Congress has to make the decision. Congress is in charge. There is no partnership. We make the decision. We take the vote.
