Puerto Rico is part of the United States. These are American citizens. I believe that the Federal Government needs to do a better job protecting them.
Let me paint a picture of the horror that I am referring to, because I am not convinced that Federal officials recognize the severity of our situation.

Right now, somewhere on the streets of New York, Miami, or maybe a few blocks away from where we sit in Washington, drug dealers are selling cocaine, heroin, or marijuana.
Today, Puerto Rico is serving as the last line of defense in the Caribbean to prevent drugs and violence from reaching the U.S. mainland.
I wish they would show the same amount of concern for the 4 million Hispanic-American citizens living in Puerto Rico and the U.S. Virgin Islands.
I want to throw out a scenario that I often worry about, and I know that Congressman Duncan shares this concern...
