Michael Thomas McCaul is an American politician serving as the U.S. Representative for Texas's 10th congressional district since 2005. I believe this is the third time we have introduced this. Hopefully, the third time is a charm and we will get this important legislation passed.
DHS needs a single strategic document which subordinate agencies can follow and make sure the strategy is effectively and efficiently implemented.
