I firmly believe that is one of the things that is holding back small businesses across the country that have been having to cut back over the last 18 months. They have been doing what every American family has been doing and say, We will have to make do with a little bit less, maybe we won't hire that extra employee. But they also don't know what we're going to do. Are we going to put an 8 percent payroll tax on them? Are we going to put an $1,100-a-year energy tax on them? What are we going to do in financial regulation? They are scared to add employees right now in small businesses across the country. And maybe it's only one or two jobs in a location, but extrapolated across the wider economy, it's thousands and thousands of jobs. That is the problem with us not dealing with the fundamental problem that is concerning the American people, which is jobs and the economy and being distracted by health care.
