Today the Nation's Congress passed the Civil Rights Act of 1968. This is a victory for every American.
It is the task and the test of democracy to assure that the moderate and good-willed majority prevails and has its way.
We have a big job to do in the months ahead and with your help, we are going to do it.
He is that rarest of all visitors to this house--a man who is nonpolitical by law.
