Today the Nation's Congress passed the Civil Rights Act of 1968. This is a victory for every American.
The time is now. The responsibility is ours.
I deeply believe that this Nation will continue to play its part in helping to protect and to develop the New Asia.
America's aims are simple and straightforward.
