Ambassador Bunker arrived here a little before 8 o'clock from South Vietnam.
It is the task and the test of democracy to assure that the moderate and good-willed majority prevails and has its way.
I call upon the Congress now to complete its work of hope for millions of Americans who now look to it for action.
