He is that rarest of all visitors to this house--a man who is nonpolitical by law.
Our aim at this season is to sift the hope from the turbulence, so that hope may grow unfettered.
But the Congress today has shown that if we have the will, there is a way.
I call upon the Congress now to complete its work of hope for millions of Americans who now look to it for action.
