Thirty-four years ago, I came here as the sun was setting late one evening and I was married to a lovely lady in this city in St. Mark's Church, in downtown San Antonio.

I urge the Senate to pass Title I.

Keeping the Government's fiscal house in order is an absolutely essential first step to meet the problems that endanger our prosperity.
