By virtue of the authority vested in me as President of the United States and as Commander in Chief of the Armed Forces of the United States, Executive Order No. 10448 of April 22, 1953, entitled 'Establishing the National Defense Service Medal,' is amended by substituting for paragraphs 1 and 3 thereof the following:
