Yes, it is tough to legislate, but I will submit to you what makes it really tough to legislate is the fact that there are, having been a former judge and chief justice, I can tell you that there are judges who are educated far beyond their biologically intellectual ability to assimilate information and come out with wisdom, and it creates real problems.
