I wonder. It has got to be pretty frustrating when there's not more than a handful of people around on the House floor. I think what a lot of people don't realize is, since C-SPAN came about, every Member of Congress whom I know has a television in his or her office, and they watch C-SPAN. A lot of folks will have more than one so that you can monitor C-SPAN and watch the news. You can monitor what is being said, and you can monitor debate. We've been told there may be 200,000 or there may be many more people watching on C-SPAN. Yet this is a chance, under the Constitution, under the Speech or Debate Clause, to come in and to try to bring light. Light is the best disinfectant to any kind of infection. That's what we're trying to do, to shed some light on this.
