The text of the amendment is as follows: Page 366, line 16, strike ``HABEAS CORPUS RIGHTS'' and insert ``RIGHTS UNAFFECTED''. Page 366, line 17, strike ``Nothing'' and insert ``(a) Rule of Construction.--Nothing''. Page 366, line 21, insert ``or to deny any Constitutional rights'' after ``habeas corpus''. Page 366, line 23, strike ``person who is detained in the United States'' and insert ``person who is lawfully in the United States when detained''. Page 366, line 25, insert ``and who is otherwise entitled to the availability of such writ or such rights'' before the period. Page 366, after line 25, insert the following: (b) Notification of Detention of Persons Under Authorization for Use of Military Force.--Not later than 48 hours after the date on which a person who is lawfully in the United States is detained pursuant to the Authorization for Use of Military Force (Public Law 107 40; 50 U.S.C. 1541 note), the President shall notify Congress of the detention of such person. (c) Habeas Applications.--A person who is lawfully in the United States when detained pursuant to the Authorization for Use of Military Force (Public Law 107 40; 50 U.S.C. 1541 note) shall be allowed to file an application for habeas corpus relief in an appropriate district court not later than 30 days after the date on which such person is placed in military custody.
