Well, yes, it would certainly appear that that's exactly right. If the MMS of this administration will not produce the records to show exactly what testing was done and exactly what the results were, which should be public record for heaven's sake--they're public waters controlled by our government--then you've got to pretty well figure it would not make this administration look very good.
