if the gentlewoman would continue to yield, I heard the Speaker of the House, who will have extraordinary power, announce last night on national television that his effort to dismantle Medicare this year has failed and that he is giving up on it. What I do not understand is why he is walking away from a balanced budget as well. He talks about some minimal down payment at a time we ought to be bringing the whole budget deficit down without bringing Medicare down with it. Is that not involved centrally, and the reason they want to walk out of town rather than debate what this is all really about?
