At least in terms of the time available here, there is no reason why we could not have already considered the Patients' Bill of Rights. And as far as prescription drugs, whether it is the approach the gentleman from Maine (Mr. Allen) has taken, the approach that the President has recently indicated he supported, or any number of other avenues, there are other pieces of legislation introduced, the reason that those are not getting considered here on the floor has nothing to do with the Congress not having time to consider them, does it?
