The House, previously, by an overwhelming margin adopted the amendment of the ranking Member, the gentleman from Michigan [Mr. Conyers]. It does deal with trying to assure parity that we, for once, do not give all the advantages to the foreign manufacturers, that we realize the importance of American manufacturers and now the spirit and the principle of that amendment is being undermined by the amendment being offered at this point, because it deletes the section in this particular provision that requires these foreign manufacturers to have an agent for process, something that every American manufacturer has to do.
