Mr. Speaker, my inquiry: In the underlying bill, is there anything to prevent taxpayers from having to pay out hundreds of millions of dollars for the privilege of enforcing the very laws that the gentleman from Texas says this agreement would preserve, any local ordinance, any State agreement like happened in Canada recently, that the taxpayers end up having to pay the bill for simply enforcing existing law?
