Do I understand from the majority leader, then, that the only discussion of campaign finance scheduled after these many months, and committee comments from both sides of the aisle in favor of it, will be under a procedure that permits no amendments and only 20 minutes to a side to debate each bill and that no bill that passes by a simple majority will become law or be passed by this House?
