There is one gimmick after another in this proposed agreement, as proposed by both sides. If we are to achieve a true balanced budget, it will take an enforcement mechanism like this. I would suggest that there is a third rule that applies here in Washington, that we are seeing worked out here on the floor today. It is that treachery knows no limits.”
