Haste was very important to us last September when the gentleman told us this issue was going to be coming up, but I missed the answer to my question. Is it correct that the only debate that will be permitted next week on campaign finance will allow 20 minutes to a side for debate, no amendments, and none of this legislation will pass the House if it only secures a majority vote?
