Mr. Speaker, without any guidance to my colleagues as to how they can present documents within the rules of the House without reading the title and the source of the document, can the Speaker describe anything about my remarks that differed from any of the other remarks that were given by my colleagues, other than the reading of the title and the source from Lutheran Services of this young girl who sought refuge in our country? The SPEAKER pro tempore. To clarify, the Chair has stated that a unanimous consent request to insert extraneous material may include a simple declarative statement of the Member's attitude towards the measure, but it is improper for the Member to embellish such a request with extended oratory.
