They would not stand up to pass a bill that was fiscally responsible. Both parties, as the chairman has indicated, have repeatedly supported temporary extensions, but neither has had the audacity to come to this floor and say we are going to borrow enough to make it permanent without closing a single loophole. They are doing exactly the opposite of what they have repeatedly promised us and the American people that they would do.
