I have an amendment at the desk, and I ask for its consideration. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end, add the following: SEC. 5. RULE OF CONSTRUCTION. Nothing in this Act, or the amendments made by this Act, shall be construed to prohibit the use of arbitration on a voluntary basis after the dispute arises. The Acting CHAIR. Pursuant to House Resolution 558, the gentlewoman from Texas (Mrs. Fletcher) and a Member opposed each will control 5 minutes. The Chair recognizes the gentlewoman from Texas.
