I stand to speak today to support this bill. It is a day that my daughter back home, surrounded by her mother, my mother, and my mother-in-law, are all viewing right now as she is having an ultrasound this morning to look at the child within her womb. There is a lot of excitement about that, and there should be. It reminds me of the quote from Hubert Humphry, who says, ``The moral test of government is how that government treats those that are in the dawn of life.'' That is what this bill is about. What is it about? It is about children. It is about decency. It is about compassion and love. It is about putting aside our selfish desires, whatever desperate situation we are in. And I agree that there are some desperate situations, and I have seen those, but setting those aside to look at the interest of the most vulnerable among us, those, as Hubert Humphry said, are in the dawn of life. For I believe that all know, each one of us, everyone, deep down in our hearts, that killing a living, viable child who has made only a partial entry into this world of opportunity is wrong and morally inexcusable.
