Mr. Chairman, the committee is extremely concerned about the accountability because of all those good things that are there that do happen. It is this type of problem that arises that obviously makes, stretches the credibility of many of these agencies of Government. I would only want to try to assure the gentleman that we are looking at this very carefully, very closely, and we intend for there to be complete and thorough accountability.

You would make the adjustments into the future if, in fact, you bumped the limit. That is what the trigger mechanism is. I again oppose the amendment. I think it is totally unworkable.
We certainly do not want to repeat that crisis which impacted the economies of even the largest U.S. cities.
