Mr. Chairman, just to make the record clear, subsection B of the amendment would have provided an opportunity for a point of order by the Committee on Appropriations. The gentleman from New Jersey (Mr. Andrews) has worked this issue out with Chairman Bonilla. Striking that subsection makes the amendment agreeable. I would be in a position to recommend the committee accept the amendment.
