I believe that you are correct. I am glad that so many of the former Secretaries of Defense and State are stepping up to say it would be ludicrous to push something through in the last 2 weeks of a session in a Presidential election year…

Do you see Navy bases overseas coming back, and is that something that is going to figure into your BRAC and our Military Construction decisions in the future?
It just seems that if you're going to have by April of next year, at the very latest, an idea where you're going to move them, it surely would help if we could not wait for the whole BRAC process.
I think that's a very important new concept, and we need to have the nice places for them to be.
