Kay Bailey Hutchison is a former U.S. Senator from Texas, serving from 1993 to 2013. A member of the Republican Party, she was the first woman to represent Texas in the Senate. by number of sources- I am pleased to introduce a bill to permanently correct an injustice in the tax code that has harmed citizens in many States of this great Nation. State and local governments have various alternatives for raising revenue. Some levy income taxes, some use sales taxes, and others use a combination of the two. The citizens who pay State and local income taxes have been able to offset some of their Federal income taxes by receiving a deduction for those State and local income taxes. Before 1986, taxpayers also had the ability to deduct their sales taxes. The philosophy behind these deductions is simple: people should not have to pay taxes on their taxes. The money that people must give to one level of government should not also be taxed by another level of government. Unfortunately, citizens of some States were treated differently after 1986 when the deduction for State and local sales taxes was eliminated. This discriminated against those living in States, such as my home State of Texas, with no income taxes. It is important to remember the lack of an income tax does not mean citizens in these States do not pay State taxes; revenues are simply collected differently. It is unfair to give citizens from some States a deduction for the revenue they provide their State and local governments, while not doing the same for citizens from other States.19 sources2011govinfo.gov

I rise to join my colleague, Senator Tester, and an increasing number of cosponsors, in support of our amendment which will ensure that banks of all sizes pay their fair share in deposit insurance for the risk they pose to the banking system. Our amendment is intended to level the playing field for our safe community banks that for far too long have paid assessments into the FDIC insurance fund above and beyond the risk they pose. The FDIC levies deposit insurance premiums on a bank's total domestic deposits, but domestic deposits are not the best means to analyze the safety of banks. Financial assets other than deposits create risk in the system. Nondeposit assets are held disproportionately by larger noncommunity banks and can be more complex and more risky. Community banks with less than $10 billion in assets rely heavily on customer deposits for funding. This penalizes safe institutions by forcing them to pay deposit insurance premiums above and beyond the risk they pose to the banking system. Despite making up just 20 percent of the Nation's assets, these community banks contribute 30 percent of the premiums to the deposit insurance fund. At the same time, large banks hold 80 percent of the banking industry's assets. Yet they just pay 70 percent of the premiums. We must fix this inequality. - I am introducing legislation today that is intended to chart what I believe to be the proper course for the future of the nation's human space flight programs. This bill would provide an alternative to the Administration's proposed course of ending the government role in Human Space Flight and avoid the complete reliance on other nations or an as-yet-unproven commercial capability to launch American astronauts and scientists into space. It would also reaffirm the goals of moving beyond low-earth orbit and restore the kind of exciting vision that will help inspire young people to excel in Science, Technology, Engineering and Mathematics. The bill echoes the decision of the Obama administration to support the International Space Station, ISS, through at least the year 2020, as we endorsed in our NASA Authorization Act, passed in 2008. - today in honor of the memory and sacrifice of seven astronauts whose lives were tragically cut short one year ago in the destruction of the Space Shuttle Columbia, I bring to the floor a bill to authorize the construction of several memorials in communities that were severely effected by the event. This bill authorizes $5 million to be used in communities along the Space Shuttle Columbia Recovery Corridor: specifically, Lufkin, Hemphill, and Nacogdoches, TX. Each of these communities have started work with NASA to memorialize the disaster and the indomitable spirit of adventure and courage, the spirit that defies complacency and accepts challenge, the spirit that each of these astronauts, and each of these communities showed. This spirit of adventure turned space travel from dreams to a reality. It is this spirit of challenge which fueled the courage and ambition of seven men and women into the sky on January 6, 2003. - I rise today to speak on the bill before the Senate--the Rebuild America Jobs Act. The Rebuild America Jobs Act contains a variation of a bill that I cosponsored with Senator Kerry--we call it the BUILD Act. It is the Building and Upgrading Infrastructure for Long-Term Development Act, and so we call it BUILD. But the changes that have been made in the bill that is before us today are untenable, and I cannot support it. Last March, I introduced the bipartisan BUILD Act along with Senators Kerry, Warner, and Graham. It puts forward a method of addressing our infrastructure needs that I think is the right way forward. The need and demand for greater infrastructure investment is unprecedented. The American Society of Civil Engineers estimates that a $2.2 trillion investment is needed over the next 5 years to restore our infrastructure to an adequate condition. Ignoring these needs hampers our economic growth, impedes the flow of inter- and intrastate commerce, and slows the development and distribution of domestic energy production. We should consider new, innovative ways of financing our infrastructure. Traditional government mechanisms alone cannot keep pace with our national demand. Our legislation--Senator Kerry's and mine--creates the American Infrastructure Financing Authority.
