“I think that was the key to this matter, because, in fact, Mr. President, we are losing the war on drugs. Mexico is losing the war on drugs. They are seeing their country rifled with corruption because of the billions of dollars that are coming in illegally, and America is losing the war on drugs because we see 1 in 4 of our children who say they have been offered illegal drugs, children as young as 8, 9, 10, 11, 12 years old. Yes, Mr. President, what we are saying today is it is no longer business as usual in the drug war. Mexico is not a country that is thousands of miles from our border. This is our border. Mexico is our border. We are tied. We are tied economically; we are tied in security interests. We cannot walk away from this issue. It is our joint problem, and that is what we are saying today by passing this resolution.”
