“I want to say that I agree totally with the Senator from Louisiana. This is a bill that has been worked on for a long time, and if there are going to be amendments--and that is fine--let us bring them up. Let us talk about them. I think it is time to move this bill. It is a good bill. It is reform. It is going to save the taxpayers of this country $100 million while preserving the right of our Department of Defense to take those ships when we need them, as we did in Desert Storm. It worked. It worked. And it is going to be better. I think it is time for us to come together. Let us talk about the amendments. Let them have their fair shot, and let us get on with it.
