Is have an option that they would be able to go way below the level of the North Atlantic Council, where they could go into a dispute resolution process, something that would be devised by the council, and if somebody on the council didn't like it, it would never see the light of day. What is the problem with opening the discussion?

That is something that has to be, from the NATO standpoint, a consensus. Some of our allies are concerned that a withdrawal would make Russia more aggressive.
