I agree with the President's effort to extract more from our allies in support of NATO.

The enlargement process has and will continue to serve as a particularly effective vehicle for promoting democratic values.

That is something that has to be, from the NATO standpoint, a consensus. Some of our allies are concerned that a withdrawal would make Russia more aggressive.

NATO's door is open to all European democracies which share the values of our Alliance.
