“I think if we have infrastructure requirements that we know we are going to need in the future and we can push them up for 2 years, that is a policy all of us can agree to. That is exactly what the distinguished chairman and I are working on. Senator Rockefeller and I know that modernization of our air traffic control system is certainly something we would like to be ahead of Mongolia in doing. But in addition to that, we want to make sure we have the efficiencies in the system. Not only will it create jobs in the next 2 years, but it will streamline the system, it will make it more efficient. Prices can come down for consumers and that will also help jump start our economy. I thank the chairman and I wish to talk now about the McCain amendment. I am so pleased Senator McCain has come up with an alternative. It will be a substitute for the bill before us. It strikes the balance. It is tax relief and increased Government investment in our economy so we will be able to jump start our economy in a fiscally responsible way. The bill before us is not the right approach. I could not possibly support the underlying bill.”
