When you say that you are adopting so many different ways to improve the capability for more consumers to have Internet access or broadband, why did you not also include a recommendation to have an incentive for a private company to make these types of investments?

That is something that has to be, from the NATO standpoint, a consensus. Some of our allies are concerned that a withdrawal would make Russia more aggressive.
