“this is something we must do. We have been working with Mexico on the drug issue for a long time, and we want to put forward a comprehensive program that will be a sharing of responsibility. We will do that, but at this time we do not want the deadline to come on us and not be able to certify Mexico. We are working with Colombia. They are trying very hard to rid themselves of their drug problem. We want to help them, not hurt them. I thank the Senator from Connecticut for taking the lead on this issue. I yield the floor.”
